Work Session Minutes
August 16, 2004
MINUTES WERE APPROVED at the regular meeting September 8, 2004. MINUTES OF 8/16/04 WORK SESSION: Mr. Harp moved to approve the minutes of the 8/16/04 work session; the motion was seconded by Mrs. Goren and passed unanimously, with Mr. Goodnoe and Mr. Jirele abstaining.
Members Present: Richard Weaver, Chairman; Scott R. Harp, Vice Chairman; Anne Goren, Secretary/Treasurer; Dave Sanders, Solicitor; Robert M. Pellegrino, Township Manager; Gerald Smith, Engineer. Not present were Members Tom Jirele and Raymond “Skip” Goodnoe.
Also Present: Bill Wert, Parks & Recreation Director; Andrew Levine, Park & Recreation Committee President; Joe Sotack, Elliott Building Group; Newtown residents Nancy Crescenzo and Walt Iwaskiw
Call to Order: Chairman Weaver called the meeting to order at 8:03 PM.
Roberts Ridge Playground Expansion Project
The Supervisors reviewed a memorandum from Mr. Wert dated August 12, 2004 with regards to the expansion project at the Roberts Ridge playground. Mr. Levine updated the Supervisors with regards to the expansion project at the Roberts Ridge playground. Mr. Levine provided the Supervisors with cost estimates for the project; he also displayed design plans of what the finished playground could resemble. Mr. Levine offered possible alternatives for funding the project. Mr. Levine advised that Easter Seals organization and the archdiocese have offered their help with the project.
The Supervisors discussed the cost involved with the expansion project at the Roberts Ridge playground. The Supervisors discussed alternative plans for the project.
Ms. Goren suggested the playground be designed to have a raised area, needing less surface tiles. Mr. Levine advised he would research.
Mr. Harp questioned the project cost discussed at the August 4th Parks & Recreation meeting. Mr. Wert advised.
The Supervisors discussed the possibility of cut backs or reallocating existing budget funds to complete the expansion project at the Roberts Ridge playground. Mr. Pellegrino advised he felt this project would not be completed this year; he suggested waiting for the 2005 budget, and completing the project in the year 2005.
Ms. Crescenzo suggested contacting the BCIU #22. Mr. Levine advised he has spoken with them but would contact them again.
Ms. Crescenzo suggested trying to get grant money for the project. Mr. Levine advised.
Ms. Crescenzo commented with regards to the playground being handicap accessible.
The Supervisors thanked Mr. Levine.
Application of Makefield Flowers Associates, L.P.
Mr. Sotack made a presentation to the Supervisors with regards to the application of Makefield Flowers Associates, L.P. He advised the Supervisors that a small portion of the project is located in the Newtown Township; one lot and road access to seven lots.
The Supervisors discussed the application.
Mr. Sanders advised the Supervisors on similar developments within the Newtown Township. He recommended that the plan go before the Township’s Planning Commission. He advised that the effected residents would need to be notified.
Ms. Goren expressed concerns with the proposed road access on Gaucks Lane; she commented on the road curve. Mr. Sotack advised the plan did meet Penn Dot standards for site distance.
Mr. Wert discussed the Wiggins tract and suggested that road access be off of Washington Crossing Road. Mr. Sotack advised that the site distance did not meet Penn Dot standards.
Mr. Iwaskiw suggested having a traffic study. Mr. Sanders advised that only seven lots would exit into the Newtown Township.
Mr. Sanders commented with regards to road maintenance. Mr. Sotack advised the Supervisors on discussions with Lower Makefield Township.
The Supervisors thanked Mr. Sotack.
Consideration of Bids – Clark Nature Center House
Renovations – Window Replacement & Installation
The Supervisors reviewed a memorandum from Mr. Pellegrino dated August 16, 2004 with regard to the window replacement bid for the Clark House. Mr. Pellegrino updated the Supervisors; he suggested the Supervisors reject the bid and have the project re-bid.
The Supervisors discussed the bids. Mr. Harp made a motion to reject the bid. The motion was seconded by Ms. Goren and passed unanimously.
Mr. Iwaskiw suggested contacting some of the local builders.
Consideration of Bids – Curb & Gutter Replacement
Various Locations – Newtown Township
The Supervisors reviewed a memorandum from Mr. Pellegrino dated August 16, 2004 with regard to curb and gutter bids. Mr. Pellegrino updated the Supervisors; he suggested the Supervisors reject the bid and have the project re-bid.
The Supervisors discussed the bids. Ms. Goren made a motion to reject the bids. The motion was seconded by Mr. Harp and passed unanimously.
Ordinance Requiring Trimming of Trees
The Supervisors reviewed a memorandum from Mr. Pellegrino dated August 13, 2004 with regards to a tree-trimming ordinance. Mr. Pellegrino updated the Supervisors.
Ms. Goren questioned the acceptable heights for overhanging tree limbs. Mr. Pellegrino advised.
Mr. Sanders advised that the Planning Commission has discussed the matter with regards to a tree-trimming ordinance. He will review past notes and update the Supervisors.
The Supervisors agreed to discuss the matter further after Mr. Sanders can research.
County of Bucks – Summit on Aging
The Supervisors reviewed correspondence from Mr. Charles A. Kane, NHA, Director, Bucks County Area Agency on Aging dated July 26, 2004 with regards to the countywide Summit on Aging. Mr. Pellegrino updated the Supervisors.
The Supervisors discussed the Summit on Aging. The Supervisors agreed to advertise for senior citizens that would be interested in attending the Summit on Aging.
Mr. Iwaskiw commented with regards to tree trimming in public areas (trails, public walkways). Mr. Pellegrino and Mr. Sanders advised.
Mr. Iwaskiw commented with regards to the Township having an ordinance for broken tree limbs. Mr. Pellegrino and Mr. Sanders advised.
Ms. Crescenzo commented with regards to new development within the Township and keeping the roadway clean.
Ms. Crescenzo commented with regards to dirt on Stoopville Road. Mr. Smith advised that the Township has been monitoring the dirt on the roadway. He also advised that the roadway is closed. Ms. Goren advised that the roadway is only closed from 7 AM until 4 PM. Ms. Crescenzo requested the Township update the character generator to show what times the roadway is closed. Mr. Smith advised he would research the status of the roadway and advise the Township.
Without objection, the meeting was adjourned at 9:07 PM.
After the Meeting adjourned the Board of Supervisors met for an executive session.
