Meeting held on June 27, 2011

NO QUORUM

The Newtown Township Environmental Advisory Council met on Monday, July 25, 2011 in the Township Building. In attendance and voting were: Perry Katz, Vice Chairman, Sanford Bender and Pam Fitzpatrick, members. Also in attendance was Dennis Fisher, Planning Commission Liaison.

Call to Order

Mr. Katz called the meeting to order at 7:45 PM.

Approval of Minutes

As the meeting lacked a quorum, approval of minutes of June 27, 2011 was tabled.

New Business

Mr. Katz reported that he would like to pursue a DCNR greenways grant for $500. The deadline is August 15, 2011. The application indicates that the funds could be used for trails, removal of invasive species or trees. He would like to apply for funding for some small projects at the Clark Nature Center, perhaps using Boy Scouts or Tree Tenders for the in-kind labor contribution. He would speak to Chairman Autumn Thomas and Park and Recreation Director Kathy Pawlenko about specifics for the application.

Mr. Bender said that he had recently visited Clark and walked the trail. He suggested that perhaps trail markers could be included in the application.

Liaison Reports

Newtown Creek Coalition: Ms. Fitzpatrick reported that the Coalition is currently working on a grant for a comprehensive plan. The application will be sponsored by both Newtown Township and Newtown Borough’s EAC’s and Planning Commissions. A Creek Clean-up day is planned for August 6, 2011 at9:00 AM in the Centre Avenue parking lot.

Planning Commission: Mr. Fisher reported that he has shared Ms. Thomas’s draft pamphlet on stormwater management with the Township Engineer, who is helping to update the draft to include changes to the stormwater ordinance which now require all projects that increase impervious surface to include mitigation.

The Commission has reviewed a proposed branch bank at the Stockburger property on Sycamore Street.

Discussion of Projects

Environmental Forums: Mr. Bender suggested passive energy conservation as a possible topic for a forum.

Mr. Fisher suggested that once the forums are organized, the film “A Chemical Reaction” could be shown again.

Green Corner: Mr. Katz said that he would submit an article about the Heritage Conservancy Report on Clark Nature Center to the newsletter.

Clark Nature Center: Mr. Katz reported that he will try to have a plan on organizing a “Friends of Clark” group for the September meeting.

Correspondence

Mr. Katz reported that in response to an e-mail from The Rescue Mission of Trenton, he had invited the director to speak to the group about his recycling program.

Ms. Fitzpatrick said that the Association for the Blind has an ongoing relationship with the Rescue Mission and she has passed the e-mail to the Association’s director for response as well.

The recording secretary provided copies of an e-mail the EAC had received from a resident regarding trash pick-up in Newtown Crossing. She forwarded the letter to the Codes Department for response, as it appeared the resident was reporting a code violation.
