Minutes for the meeting held on September 21, 2006

 

The regular meeting of the Newtown Township Financial Planning Committee met on Thursday, September 21, 2006 in the meeting room of the Township Municipal Building.

Members present were Jerry Schenkman, Elaine Gibbs, Allen Fidler, Phil Vance, and John Stranford. Excused were Philip Newmuis, Jennifer Dix, Robert Dieterle and Township Manager Bob Pellegrino.

Call To Order:

Mr. Schenkman called the meeting to order at 7:30 P.M.

Minutes of August 17, 2006:

Mr. Vance moved to approve the minutes of August 17, 2006. The motion was seconded by Mr. Fidler and passed unanimously.

New Business:

Financing of the Municipal Complex Expansion

Mr. Schenkman advised the Committee members that he would be meeting with Public Financial Management, a consultant firm next Monday to discuss the financing of the Municipal Complex Expansion. He suggested tabling the discussion of financing the Municipal Complex expansion until the October meeting.

Mr. Stranford questioned if the firm that Mr. Schenkman is meeting with is the same firm that Council Rock School District uses.

The Committee members discussed the Township’s debt rating and the rating bureau.

Ms. Gibbs advised that the Township could not collect taxes for debt if the Township has no debt.

Old Business

Budget Presentation

Ms. Gibbs advised the Committee members on discussions with Mr. Newmuis with regards to making the Budget presentation.

The Committee members discussed the Budget request from the departments.

The Committee members discussed the request made by the Police Department for camera equipment.

The Committee members discussed the Financial Planning Committee’s presentation of the recommendations to the Board of Supervisors.

Ms. Gibbs advised that taxes would not be increased to fund the Operating Budget.

The Committee members discussed the Capital and Operating Budgets.

The Committee members discussed employee salaries and the department’s overtime.

Ms. Gibbs advised on the Police Department’s request to set aside funds for bulletproof vest. The funds would be approximately $12,000.00 per year for the next five years.

Mr. Vance commented with regards to Northampton Township applying for grants and funding from Homeland Security.

Ms. Gibbs advised on the grants that the Township has received.

Ms. Gibbs advised that Mr. Boyle, Assistant Township Manager is always researching possible grants available to the Township.

Mr. Vance questioned if the Borough is helping to fund the paid Firefighters/Inspectors. Ms. Gibbs advised that currently the Borough is not helping to fund the paid Firefighters/Inspectors.

Mr. Fidler advised that the Water Company and the Sewer Authority employ many of the volunteer Firefighters.

The Committee members discussed the EMS Union.

Mr. Schenkman questioned how the Budget presentation works. Ms. Gibbs advised on the process for the Budget presentation. Mr. Fidler advised on the process before Ms. Gibbs and Mr. Pellegrino came to the Township.

The Committee members agreed not to make a Budget presentation this year but to make a presentation for the Municipal Complex.

Ms. Gibbs recommended having Mr. Fidler continue to make the presentations to the Board of Supervisors.

Ms. Gibbs advised that the Budget presentations would begin in November.

Mr. Schenkman suggested having Mr. Newmuis involved with the presentations to the Board of Supervisors with regards to finances.

Re: Municipal Complex Presentation

The Committee members discussed the educational component video with regards to the Municipal Complex.

The Committee members discussed meeting with Video Gold to get an estimate for the video.

Mr. Fidler discussed producing the video and the delivery of the video to the public.

The Committee members discussed the video being aired on the Township Channel and possibly on the website.

The Committee members discussed ways to inform the public of the video.

The Committee members discussed the possibility of showing the video at a televised Board of Supervisors meeting.

The Committee members discussed the number of people who are watching Channel 22.

The Committee members discussed other avenues for informing the public – The Bucks County Courier Times, the local networks, The Advance and sending out a press release.

Ms. Gibbs advised that she would schedule a meeting with Video Gold.

There being no further business to come before the Committee, the meeting was duly adjourned.

The next meeting is scheduled for October 19, 2006 at 7 P.M.
