Minutes for the meeting held on September 20, 2007

 

The regular meeting of the Newtown Township Financial Planning Committee met on Thursday, September 20, 2007 in the meeting room at the Newtown Township Municipal Building.

Members present were John Stranford, Elaine Gibbs, Jennifer Dix, John Nejman, Allen Fidler, Angela Evans and Wade F. Suthard. Excused were Robert Dieterle, Philip Newmuis and Jerry Schenkman.

CALL TO ORDER:

Mr. Stranford called the meeting to order at 7:10 P.M.

MINUTES OF JUNE 28, 2007:

Mr. Fidler moved to approve the minutes of June 28, 2007. The motion was seconded by Mr. Nejman and passed unanimously (6-0).

OLD BUSINESS

Review Department’s 2008 Capital Budget Request

Ms. Gibbs advised the Committee members with regards to the Department’s 2008 Capital Budget request. The Committee members were provided a summary of the requests for their review.

The Committee members discussed the requests from the Public Works Department. Ms. Gibbs updated the members with regards to the 2007 paving program and the 2008 paving program. She advised that the request for a medium dump truck would be a three (3) year lease purchase. She advised that the request for the heating & air conditioner air handlers in the main building may or may not happen this year, it depends on the results of the Municipal Complex expansion. The Committee members discussed the request for the Clark Nature Preserve. Ms. Gibbs advised that the Township has received various requests from residents and scout troops with regards to the use of the property and that the funding comes from Recreation Impact Fees. Mr. Fidler suggested that the Township look into a pump and haul septic system.

The Committee members discussed the requests from the Emergency Services Department. Ms. Gibbs advised that the department has eight (8) employees and that the fire prevention trailer with accessories would be used for fire safety programs.

The Committee members discussed the requests from the Technology Department. Ms. Gibbs advised that 1/3 of the computer hardware is replaced yearly and that the request to replace the traffic signals and poles at the intersection of the Newtown Bypass and Newtown Yardley/Silver Lake Road may not happen this year. She discussed the GIS layers and map updates. Mr. Stranford commented with regards to the Township leasing computer equipment. The Committee members discussed the TIP Program.

The Committee members discussed the requests from the Police Department. Ms. Gibbs advised that the laptop computers are used in the Police vehicles. She also discussed the use of the truck scales and taser units. The Committee members discussed the truck scale monitoring crew.

The Committee members discussed the requests from the Parks & Recreation Department. Ms. Gibbs advised that the request to purchase a Ford Explorer may take place in 2007.

The Committee members discussed the requests from the Township Departments. Ms. Gibbs advised that the items requested are not in the Budget at this time, the requests need to be gone through again. She discussed the Township’s Capital Project Fund, the General Fund and advised that the Township no longer has the expense of the Sycamore Street Project.

The Committee discussed the Township developing a Skate Park and the cost to maintain the Township’s parks and open space.

Ms. Gibbs advised the Committee members that the Budget presentation to the Board of Supervisors would take place on November 7, 2007 at 6 P.M. She requested the Committee members to attend the presentation. She advised that she needs a volunteer from the Committee to make the Financial Planning Committee’s presentation to the Board of Supervisors. Ms. Evans offered to help. Ms. Gibbs suggested that the members review the Budget especially Section J. She explained the Budget to the Committee members. She discussed the Township eventually increasing the Parks & Recreation Tax.

Municipal Complex Discussion

The Committee members discussed the Township’s biggest Budget request being the expansion of the Municipal Complex. Ms. Gibbs advised that the architect will be making a presentation before the Board of Supervisors at the October 15, 2007 Work Session. She advised on the Township’s current storage facilities, the use of the existing Municipal buildings and that the Township has purchased the land from the Archdiocese. The Committee members discussed the financing of the proposed Municipal Complex expansion. Ms. Gibbs advised that the Township would have to increase the Debt Service Taxes. The Committee discussed the need to expand the Municipal Complex. The Committee members discussed bonds. Ms. Gibbs advised that the Township would borrow money for both the Municipal Complex expansion and the development of the Woll Tract.

Revenue Generation Discussion

The Committee members agreed to table this discussion until the next meeting.

Discuss next steps of the Committee with regards to presenting, communication purpose & findings to the Supervisors

The Committee members discussed the need to focus on the need for the Municipal Complex expansion. They discussed the presentation to the Board of Supervisors. Ms. Dix suggested drafting an article regarding the Municipal Complex expansion for the Newtown News.

Planning for the remainder of 2007 - What the Committee wants to accomplish

The Committee members discussed meeting again before the Budget presentation on November 7, 2007. The members agreed to meet again on October 18, 2007.
