Minutes for the meeting held on October 18, 2007

 

The regular meeting of the Newtown Township Financial Planning Committee met on Thursday, October 18, 2007 in the meeting room at the Martindale House.

Members present were Robert Dieterle, Elaine Gibbs, Jennifer Dix, Allen Fidler, Angela Evans and Jerry Schenkman. Excused were John Stranford, Philip Newmuis, John Nejman and Wade F. Suthard.

CALL TO ORDER:

Ms. Dix called the meeting to order at 7:12 P.M.

MINUTES OF SEPTEMBER 20, 2007:

Mr. Fidler moved to approve the minutes of September 20, 2007. The motion was seconded by Mr. Dieterle and passed unanimously with two members abstaining (4-0-2).

OLD BUSINESS

2008 Budget Update

Ms. Gibbs updated the members with regards to the 2008 Budget. She advised that at this time the Budget is half way complete and that she is still waiting on income figures. She advised that the process is going well and looks goods. She should have the 2008 Budget ready a week before the November 7, 2007 presentation meeting.

Mr. Fidler questioned the Transfer Taxes. Ms. Gibbs advised the members with regards to the Transfer Taxes and suggested that the members review Schedule C. She advised that she expects one million dollars in Transfer Taxes.

Ms. Gibbs discussed the Township’s Earned Income Taxes.

The Committee members discussed the Emergency & Municipal Services Tax. Ms. Gibbs advised that next year the name will change to Local Services Tax and that the tax will not be taken out all at once in the first pay of the year, it will be taken out gradually over the course of the year. The members discussed providing the public with more information with regards to the tax. The members discussed the tax helping to pay for Police training and other similar expenses.

Mr. Dieterle questioned the number of people who work in the Township. Ms. Gibbs advised that approximately 12% of the resident population work in the Township and that there are approximately 7,000 homes in the Township.

Ms. Dix commented on the Earned Income Tax increase. Ms. Gibbs advised on the increase.

The Committee members discussed the resident’s feelings with regards to the Township enacting a new tax.

The Committee members discussed people who don’t pay their taxes or pay them late.

The Committee members discussed Roberts Ridge Park.

The Committee members discussed the Preston House.

Ms. Gibbs advised the members on the Township’s Capital Projects and the Reserve Fund.

The Committee members discussed unexpected expenses that occurred in 2007.

Mr. Schenkman questioned how the Township’s surplus looks. Ms. Gibbs advised that she does not have that information at this time.

Ms. Gibbs advised the members on the funds transferred to the Woll Tract.

Mr. Fidler questioned if the Budget shows the expense with regards to the maintenance of the Woll Tract.

The Committee members discussed the Clark property with regards to expenses.

Municipal Complex Discussion

Mr. Schenkman updated the members with regards to the Supervisors’ discussions at the October 15, 2007 Work Session. He advised the members with regards to the LEED Certification and discussed how green the Township wants to go.

The Committee members discussed the total cost of the project.

The Committee members discussed the Supervisors voting on the project.

The Committee members discussed the condition of the existing Municipal Complex.

The Committee members discussed Video Gold producing a video regarding the Municipal Complex. Mr. Schenkman advised the members on discussions with Jeff Jim regarding the matter.

Mr. Schenkman advised that he would bring the architectural sketches to the next meeting.

Supervisors’ Budget Meeting – November 7, 2007

Ms. Gibbs advised the members with regards to the Supervisors’ Budget meeting on November 7, 2007 at 6 P.M.

Mr. Schenkman advised the members that he would like to have someone from the Committee make a presentation to the Supervisors.

Mr. Fidler suggested discussing the Emergency & Municipal Services Tax in the presentation to the Supervisors.

Ms. Gibbs suggested discussing the upcoming changes with regards to the Emergency & Municipal Services Tax in the presentation to the Supervisors.

The Committee discussed having the members present for the November 7, 2007 Budget meeting.

Revenue Generation Discussion

The Committee members discussed revenue generators for the Township.

Mr. Schenkman advised the members on the possibility of a conference hotel being built on the Newtown Bypass. He advised that he would keep the Committee updated.

The Committee members discussed the success of the Hampton Inn.

The Committee members discussed the approved plan for the Pitcairn property.

PRIVILEGE OF THE FLOOR

Ms. Gibbs advised the Committee members that the Township is using a company called Iron Mountain for storage.

Mr. Schenkman advised the Committee members that the audio problem on Channel 22 has been fixed. The Committee discussed making a public announcement with regards to the matter.

The Committee members discussed the hotel being built in the Newtown Business Commons.

The Committee members discussed the Township’s zoning.

The Committee members discussed the Open Space Referendum on the 1999 Election.

The Committee members discussed protecting open space.

The Committee members discussed the next meeting date and agreed to meet on January 24, 2008.

ADJOURMENT

There being no further business to come before the Committee, the meeting was duly adjourned.

The next meeting is scheduled for January 24, 2008 at 7 P.M. The meeting will be held in the meeting room at the Township Municipal Building.
