Minutes of the meeting held on November 11, 2008


The Newtown Township Historical Architectural Review Board met on Tuesday, November 11, 2008, at 1:30 P.M. in the Meeting Room of the Newtown Township Administration Building, 100 Municipal Drive, Newtown, PA.

Members present were Harriet Beckert, Frank Tyrol, Doug Terry, Melva Vitoriano, Vincent Lombardi, Joseph McKernan, Jr. and Building Inspector Frank Orfe. Also present was Shawn Ward, Green Parrot.

Call to Order

Chairman Beckert called the meeting to order at 1:36 P.M.

Minutes of October 14, 2008

Mr. Terry made a motion to approve the minutes of October 14, 2008. The motion was seconded by Mr. Tyrol and passed unanimously with two member abstaining (5-0-2).

New Business

Certificates of Appropriateness:

Green Parrot – 240 North Sycamore Street

The Board discussed the Certificate of Appropriateness application completed by the Green Parrot with regards to the installation of architectural asphalt shingles (at 3 rd story level).

Mr. Ward updated the Board on what he is proposing; he provided various documents for the Board’s review. He advised that the proposed shingles would be Carriage House (brand), black pearl (color) (a sample board was available for viewing) and that there would be no red trim.

Chairman Beckert questioned the wine color shutters. Mr. Ward commented on the presentation made by Joseph McGrath (Goodnoe’s Corner) with regards to the wine color shutters.

The Board agreed that they were in favor of what is being proposed.

Mr. Tyrol made a motion to recommend approval of the Green Parrot’s Certificate of Appropriateness for the installation of architectural asphalt shingles (at 3 rd story level). Shingle brand – Carriage House. Shingle color – black pearl. The motion was seconded by Mr. Orfe and passed unanimously (7-0).

Mr. Ward requested to be put on the Supervisors’ agenda for November 12, 2008. The Board advised that they didn’t know if that was possible.

Chairman Beckert advised the applicant that this Board only makes recommendations to the Board of Supervisors and that they give the final approval. She advised the applicant that the matter would be discussed at the Board of Supervisors meeting on December 3, 2008. The meeting starts at 7:30 P.M. and a representative should be present.

The Board thanked Mr. Ward for his time.

The Board signed the Green Parrot’s Certificate of Appropriateness.

Old Business

Privilege of the Floor

The members discussed the presentation to the Supervisors on November 12, 2008. Chairman Beckert advised that she would make that presentation.

The members discussed the presentation to the Supervisors on December 3, 2008. Mr. McKernan advised that he would make that presentation.


There being no further business to come before the Board, the meeting was duly adjourned at 1:47 P.M.

The next meeting is schedule for December 9, 2008 at 1:30 P.M.
