NEWTOWN TOWNSHIP HISTORICAL ARCHITECTURAL REVIEW BOARD

Minutes of the meeting held on November 10, 2009

 

The Newtown Township Historical Architectural Review Board met on Tuesday, November 10, 2009, at 1:30 P.M. in the Meeting Room of the Newtown Township Administration Building, 100 Municipal Drive, Newtown, PA.

Members present were Bill Mahler, Harriet Beckert, Frank Tyrol, Doug Terry and Building Inspector Rich Wendling. Not present were members Joseph McKernan, Jr., Peggy Driscoll and Sue Beasley. Also present were John Boyle, Assistant Township Manager; Patty Powers, Codes Department Administrative Assistant; Mimi Olson, AT & T.

Call to Order:

Mrs. Beckert called the meeting to order at 1:37 P.M.

Minutes of October 13, 2009:

Mr. Terry made a motion to approve the minutes of October 13, 2009 as presented. The motion was seconded by Mr. Mahler and passed unanimously (5-0).

New Business

Certificates of Appropriateness:

AT&T – 3 Durham Road, Building 5 (Goodnoe’s Corner)

The Board discussed the Certificate of Appropriateness for AT&T to change the background color of the blade sign, the tenant panel and the two existing identification signs on the building. The Board of Supervisors previously approved the existing signs on January 9, 2008.

Ms. Olson provided a sample paint color chip for the members to review and advised that the applicant would like to go with La Fonda Sombrero (2008-5B). The Board reviewed the sample paint color chip and agreed that La Fonda Sombrero (2008-5B) would be an acceptable color.

Mr. Tyrol made a motion to recommend approval of AT&T’s Certificate of Appropriateness to change the background color of the blade sign, the tenant panel and the two existing identification signs on the building. The paint color will be La Fonda Sombrero (2008-5B). The paint brand will be Valspar. The motion was seconded by Mr. Mahler and passed unanimously (5-0).

Mrs. Beckert advised the applicant that this Board only makes recommendations to the Board of Supervisors and that they give the final approval. She advised the applicant that the matter would be discussed at the Board of Supervisors’ meeting on November 18, 2009. The meeting starts at 7:30 P.M. and a representative should be present.

The Board thanked Ms. Olson for her time.

The Board signed AT&T’s Certificate of Appropriateness.

Old Business

Update on developing a Book of Appropriateness

The members discussed the information being compiled for the Book of Appropriateness. Mrs. Beckert provided information for the members to review. The members discussed preparing the information for the Supervisors’ review and how to design the book. The members agreed to discuss the book further at the next meeting. Mrs. Powers suggested that once the book is complete to post it on the Township web site and that a copy be available for review at the Codes office. She also commented on revising the Certificate of Appropriateness application once the book is complete. Mr. Mahler reported that the Planning Commission is working on a master-visioning plan for the future of Sycamore Street.

Privilege of the Floor

The members discussed the status of The Promenade at Sycamore Street. Mrs. Beckert reported that the matter would be discussed at the Supervisors meeting on November 18, 2009.

The members discussed the HARB presentation to the Supervisors on November 18, 2009. Mrs. Beckert advised that she would make the report.

Adjournment

There being no further business to come before the Board, the meeting was duly adjourned at 1:55 P.M.

The next meeting is schedule for December 8, 2009 at 1:30 P.M.
