NEWTOWN TOWNSHIP HISTORICAL ARCHITECTURAL
Minutes of the meeting held on December 8, 2009
The Newtown Township Historical Architectural Review Board met on Tuesday, December 8, 2009, at 1:30 P.M. in the Meeting Room of the Newtown Township Administration Building, 100 Municipal Drive, Newtown, PA.
Members present were Joseph McKernan, Jr., Harriet Beckert, Frank Tyrol, Doug Terry and Building Inspector Rich Wendling. Not present were members Bill Mahler, Peggy Driscoll and Sue Beasley. Also present were John Boyle, Assistant Township Manager; Patty Powers, Codes Department Administrative Assistant; Melissa Paterson, Zephyr Gallery.
Call to Order:
Chairman McKernan called the meeting to order at 1:36 P.M.
Minutes of November 10, 2009:
Mr. Terry made a motion to approve the minutes of November 10, 2009 as presented. The motion was seconded by Mrs. Beckert and passed unanimously (4-0).
(Mr. Tyrol was not present for the approval of the minutes.)
Certificates of Appropriateness:
Zephyr Gallery – 243 North Sycamore Street
The Board discussed the Certificate of Appropriateness for Zephyr Gallery to replace their existing sign with a new sign in a new location.
Ms. Paterson advised that the new sign would be mounted on the building above the front door facing Sycamore Street. The new sign is a 3-D metal Zephyr logo, which would be mounted to a rectangular signboard (approximately 8 ft. X 20 ft.). The paint color for the signboard would be Paper Lantern (SW 7676). The paint colors for the logo are Direct Green (SW 6924) and Concord Grape (SW 6559). The paint brand is Sherman Williams.
Mrs. Beckert advised the Board of her site visit to the property and that she was concerned with the logo being raised. The Board discussed Mrs. Beckert’s concern and felt that the sign would look okay mounted to the building as proposed.
Mrs. Beckert questioned how the sign would be lit. Ms. Paterson advised that the sign would be front lit by two spotlights, one on each side.
Mrs. Beckert made a motion to recommend approval of Zephyr Gallery’s Certificate of Appropriateness to replace the existing sign with a new sign in a new location. Chairman McKernan advised the applicant that this Board only makes recommendations to the Board of Supervisors and that they give the final approval. He advised the applicant that the matter would be discussed at the Board of Supervisors’ meeting on December 16, 2009. The meeting starts at 7:30 P.M. and a representative should be present. The applicant advised that she probably would not be present at the meeting on December 16, 2009. Mrs. Powers advised that once the Board of Supervisors approves the Certificate of Appropriateness the applicant can stop by the Codes office to pickup the permit, the new sign can not be installed until after approval from the Supervisors.
The Board thanked Ms. Paterson for her time.
The Board signed Zephyr Gallery’s Certificate of Appropriateness.

Update on developing a Book of Appropriateness
The members discussed the information being compiled for the Book of Appropriateness. Chairman McKernan reported on his review of the information received from Mrs. Beckert and the loss of photographs that he has taken. Mr. Tyrol reported on his attendance at the December 7, 2009 Board of Supervisors’ work session and the presentation made by Lynn Bush from the Bucks County Planning Commission. The members discussed some of the items they are working on being delayed until getting more information from the Planning Commission. Mrs. Beckert provided information for review with regards to colors. Mr. Tyrol suggested including Ms. Bush in the discussions. The members discussed the historic preservation standards that Mrs. Powers was inquiring about. Mr. Terry reported on a book that was developed by HARB years ago with regards to sign colors and fonts. Mrs. Powers reported on what information she has. The members discussed contacting Terry McLean to inquire about the Design Guidelines developed by the Board years ago. The members agreed that the Codes Department should have information for applicants to review. The members discussed the historic information that Eleanor Campbell had at her home.
Report from Planning Commission Liaison
Privilege of the Floor
Mrs. Beckert provided two copies of the conceptual perspective dated November 18, 2009 for The Promenade at Sycamore Street to be attached to the COA approved by the Supervisors on November 18, 2009. Several members expressed an interest in having a copy for their records. Mrs. Powers advised them to stop in the Codes Department for a copy.
The members discussed Marisa The Art of Apparel ( 250 North Sycamore Street) with regards to the color of the columns. Mrs. Beckert requested the Township to contact the applicant with regards to the color of the columns. Mrs. Powers requested members to contact the Codes Department via email if they see a problem.
The members discussed Christine’s House of Fashion ( 247 North Sycamore Street) with regards to being in violation of having more than one sign.
The members discussed Heidi’s Boutique ( 213 North Sycamore Street) with regards to their sandwich board sign.
The members discussed temporary signs, signs that do not have a permit and the Township enforcing the sign ordinances. Mrs. Powers reported on temporary signs and enforcement by the Codes Department.
The members discussed the sandwich board signs with regards to their guidelines and the ordinance expiring at the end of the year.
Mrs. Beckert questioned how she should handle it if someone complains to her with regards to a sign in the Historic District. Mrs. Powers advised the members that all complaints should be directed to the Codes Department.
There being no further business to come before the Board, the meeting was duly adjourned at 2:24 P.M.
The next meeting is schedule for January 12, 2010 at 1:30 P.M.
