NEWTOWN TOWNSHIP HISTORICAL ARCHITECTURAL REVIEW BOARD

Minutes of the meeting held on December 9, 2010

The Newtown Township Historical Architectural Review Board met on Thursday, December 9, 2010, at 9:30 A.M. in the main meeting room of the Newtown Township Administration Building, 100 Municipal Drive, Newtown, PA.

Members present were Joseph McKernan, Jr., Bill Mahler, Doug Terry, Frank Tyrol, Peggy Driscoll and Building Inspector Rich Wendling. Not present were member Harriet Beckert and Supervisor Liaison Phil Calabro. Also present were John Boyle, Assistant Township Manager, Patty Powers, Codes Department and John Frazier, representing Newtown Presbyterian Church.

Call to Order:

Chairman McKernan called the meeting to order at 9:37 A.M.

Minutes of November 10, 2010:

Mr. Mahler made a motion to approve the minutes of November 10, 2010 as presented. The motion was seconded by Mrs. Driscoll and passed unanimously with one member abstaining (5-0).

Mr. Tyrol arrived after the approval of the November minutes.

 

New Business

Certificates of Appropriateness:

Apple Cleaners – 260 North Sycamore Street

The Board discussed the Certificate of Appropriateness for 260 North Sycamore Street to remove/reface and reinstall two (2) 2’X16’ sign panels for the front and rear signs. No applicant was present for this COA. The colors for the replacement panels is as follows:

  • Background: Finneran and Haley Semigloss Black

  • Letters: Cleaners – Ronan Brand Gloss White

Apple – Ronan Pantone 354 Green

Apple Logo and Cleaners – Ronan Pantone 185 Red

Mr. Mahler questioned if the applicant would also be changing the blade and marquee signs. Mrs. Powers reported that the applicant advised her that he would not be installing a blade sign and that the marquee sign was not discussed.

The members discussed approving all of the signs (front, rear, blade and marquee) as long as they are done inkind with the colors being presented on this application.

Mrs. Driscoll questioned if there would be a plant on the premises. Mr. Wendling reported that there would not be a plant at this location.

Mr. Tyrol made a motion to approve the application for 260 North Sycamore Street as presented and revised on December 6, 2010, the signs included are for the front and rear of the building and the marquee signs. The sign colors would be as follows:

  • Background: Finneran and Haley Semigloss Black

  • Letters: Cleaners – Ronan Brand Gloss White

Apple – Ronan Pantone 354 Green

Apple Logo and Cleaners – Ronan Pantone 185 Red

If the applicant chooses to install blade signs at a later date, a formal approval would be needed. The motion was seconded by Mr. Terry and passed unanimously (6-0).

The Board signed the Certificate of Appropriateness for 260 North Sycamore Street. Chairman McKernan reported that he would make the presentation to the Supervisors on December 22, 2010.

Newtown Presbyterian Church – 76 North Sycamore Street

The Board discussed the Certificate of Appropriateness for 76 North Sycamore Street to install a center handrail on the main step entrance.

Mr. Frazier advised that the Church would like to install the center railing to address safety concerns.

Mr. Tyrol questioned the type of railing being proposed. Mr. Frazier advised that the proposed railing would be metal and match the existing railings.

The members agreed that the center railing is a good idea. Chairman McKernan reported that installing the center railing would actually bring the stairs up to code.

Mr. Tyrol made a motion to approve the application for 76 North Sycamore Street as presented, for the installation for a center handrail on the main step entrance. The new railing will be metal and match the existing step railings. The motion was seconded by Mrs. Driscoll and passed unanimously (6-0).

Chairman McKernan advised the applicant that this Board only makes recommendations to the Board of Supervisors and that they give the final approval. He advised the applicant that the matter would be discussed at the Board of Supervisors’ meeting on December 22, 2010. The meeting starts at 7:30 P.M. and a representative should be present. Mr. Frazier advised that he couldn’t attend the Supervisors’ meeting on December 22, 2010. The Board members reported that they had no objections to the application and felt that it would be okay if Mr. Frazier could not attend the December 22nd meeting.

The Board thanked Mr. Frazier for his time.

The Board signed the Certificate of Appropriateness for 76 North Sycamore Street. Chairman McKernan reported that he would make the presentation to the Supervisors on December 22, 2010.

Correspondence from the Lorraine Pentz – Newtown Joint Historic Commission

Chairman McKernan reported on the correspondence received from the NJHC with regards to several properties in the Township. The members were provided copies of the correspondence for their review.

The members discussed the correspondence with regards to the following:

  • The upkeep of the buildings addressed.

  • What the Commission is seeking from this Board.

  • What is being proposed for the site on Newtown-Yardley Road.

  • The Stockburger site and the Commission feeling that structure is historically and or architecturally significant to the Township.

Mr. Tyrol reported that the Newtown Corporation has discussed some of these properties with regards to maintenance.

Members discussed there being a liaison between this Board and the NJHC.

Mrs. Driscoll reported on discussions that the Planning Commission has had with regards to the future of the Stockburger site.

Chairman McKernan advised that he would contact Lorraine Pentz to discuss her correspondence further.

Old Business

Update on developing a Book of Appropriateness

The Board discussed the status of the book and the Supervisors having the opportunity to review the information. The Recording Secretary reported that the Supervisors were provided a copy of the book on a compact disc in their packets. Chairman McKernan advised the members that when he makes the HARB presentation on December 22, 2010 he would check in with the Supervisors on their review of the draft Book of Appropriateness.

Report from Planning Commission Liaison

None.

Privilege of the Floor

The Recording Secretary recommended any members with their term expiring at the end of 2010 that are interested in remaining on the Board to submit a letter to Olivia Kivenko, Administration Assistant to the Township Manager.

Adjournment

There being no further business to come before the Board, Mr. Mahler made a motion to adjourn the meeting. The motion was seconded by Mr. Tyrol and passed unanimously (6-0).

The meeting was duly adjourned at 10:04 A.M.

The next meeting is schedule for January 13, 2011 at 9:30 A.M.
