Minutes of the meeting held on March 10, 2011


The Newtown Township Historical Architectural Review Board met on Thursday, March 10, 2011, at 9:30 A.M. in the main meeting room of the Newtown Township Administration Building, 100 Municipal Drive, Newtown, PA.

Members present were Harriet Beckert, Bill Mahler, Doug Terry and Building Inspector Rich Wendling. Not present were members Joseph McKernan, Jr., Peggy Driscoll and Supervisor Liaison Phil Calabro. Also present were Patty Powers, Codes Department, Nancy Gracia Kyle and Matthew Kyle.

Call to Order:

Vice Chairman Beckert called the meeting to order at 9:44 A.M.

Reorganization of the Board:

Due to the absence of members the Board chooses to delay the reorganization until the next meeting.

Minutes of December 9, 2010:

Mr. Mahler made a motion to approve the minutes of December 9, 2010 as presented. The motion was seconded by Mr. Terry and passed unanimously (4-0).

New Business

Certificates of Appropriateness:

Nancy Gracia-Kyle – 127 South Sycamore Street

The Board discussed the Certificate of Appropriateness for 127 South Sycamore Street to construct a two story addition to a pre-existing residential structure. The addition would begin on the south portion and end approximately 15’ from the existing detached garage.

Mrs. Gracia-Kyle advised the Board on what she is proposing. The proposed two story addition would not connect to the existing detached garage. The roof shingles on the proposed addition would match the shingles on the existing structure. The windows on the proposed addition would match the windows on the existing stone portion of the house. The proposed addition would also have a standing seam red metal roof (Benjamin Moore/AF-295/Pomegranate). The exterior of the proposed addition would be stucco and would match the stucco on the existing structure (Sherwin-Williams/SW-7566/Westhighland White).

Vice Chairman Beckert suggested that the applicant add shutters to the house. Mrs. Gracia-Kyle advised that she would love to add shutters and proposed painting the shutters black. Vice Chairman Beckert reported on her concerns with the black paint fading and suggested painting the shutters a black green, she also commented on the wonderful job that the applicant is doing improving the property. Mrs. Gracia-Kyle advised that if fading where to occur, she would repaint. Mrs. Powers advised that there was a prior applicant who painted their door the color Mrs. Beckert is proposing (Massimino Building Corp – 131 South Sycamore Street). The applicant agreed she would consider Mrs. Beckert suggestion and provide the paint information for the shutters to the Recording Secretary next week.

Mrs. Powers suggested that the applicant submit a building permit application prior to the March 23, 2011 meeting to begin the review process.

Mr. Mahler reported that he liked the design and what is being proposed. He also agreed with Mrs. Beckert regarding the color of the shutters.

Mr. Wendling advised that he had no comment at this time, other than the applicant is doing a nice job and the property will look nice when the addition is complete.

The Board discussed the site with regards to elevations and past history.

Mr. Mahler made a motion to approve the application for 127 South Sycamore Street as presented and to include the installation of shutters to the lower level. The proposed color for the standing seam metal roof is Benjamin Moore/AF-295/Pomegranate. The proposed color for the stucco is Sherwin Williams/SW-7566/Westhighland White. The proposed color for the shutters is a black green – the applicant will provide more information to the Recording Secretary prior to the March 23, 2011 meeting. The motion was seconded by Mr. Terry and passed unanimously (4-0).

The Recording Secretary provided Mrs. Gracia-Kyle her telephone number and requested Mrs. Gracia-Kyle to bring paint color samples to the Board meeting on March 23, 2011.

Vice Chairman Beckert advised the applicant that this Board only makes recommendations to the Board of Supervisors and that they give the final approval. She advised the applicant that the matter would be discussed at the Board of Supervisors’ meeting on March 23, 2011. The meeting starts at 7:30 P.M. and a representative should be present.

The Board thanked Mrs. Gracia-Kyle for her time.

The Board signed the Certificate of Appropriateness for 127 South Sycamore Street. Vice Chairman Beckert reported that she would make the presentation to the Supervisors on March 23, 2011.

Correspondence from the Lorraine Pentz – Newtown Joint Historic Commission

The members discussed the correspondence received dated February 28, 2011, from the NJHC with regards to the preservation of Newtown Township structures. The members agreed they can only be supportive and that they are aware of the NJHC’s concerns.

Old Business

Update on developing a Book of Appropriateness

Mrs. Beckert reported that she had no updates regarding the book. She advised that when she makes the HARB presentation on March 23, 2011, she would check in with the Supervisors on their review of the draft “Book of Appropriateness”.

Mrs. Powers provided the members with a list of businesses that received reminder notices regarding sidewalk signs and permits.


There being no further business to come before the Board, Mr. Mahler made a motion to adjourn the meeting. The motion was seconded by Mr. Terry and passed unanimously (4-0).

The meeting was duly adjourned at 10:22 A.M.

The next meeting is scheduled for April 14, 2011, at 9:30 A.M.
