NEWTOWN TOWNSHIP HISTORICAL ARCHITECTURAL REVIEW BOARD

Minutes of the meeting held on October 13, 2011


The Newtown Township Historical Architectural Review Board met on Thursday, October 13, 2011, at 9:30 A.M. in the main meeting room of the Newtown Township Administration Building, 100 Municipal Drive, Newtown, PA.

Members present were Bill Mahler, Doug Terry, Brian Miller and Building Inspector Rich Wendling. Not present were members Harriet Beckert, Peggy Driscoll and Joseph McKernan, Jr.; and Supervisor Liaison Phil Calabro. Also present were Patty Powers, Codes Department, Joseph A. Feraco, Jr., Frank Agabiti and Mary Berkowitz.

Call to Order:

Mr. Mahler called the meeting to order at 9:39 A.M.

Minutes of June 9, 2011:

The members reviewed the minutes of June 9, 2011.

Mr. Terry made a motion to approve the minutes of June 9, 2011 as presented. The motion was seconded by Mr. Wendling and passed unanimously (4-0).

New Business

Certificates of Appropriateness:

Sycamore Grill – 255 North Sycamore Street

The Board discussed the Certificate of Appropriateness for 255 North Sycamore Street to replace the front and rear identification signs and too change the façade’s paint color.

Mr. Feraco advised the members that he is looking to replace the front and rear signs and to paint the exterior of the building. Rear signs do not need HARB’s approval. The dimensions of the front sign are 33” X 57”. The sign colors are black, green and cream. The exterior of the building will be painted Twilight Gray (SW 0054). The trim, shutters and dormers will be painted black. The stone façade and roof would not be changed.

Mr. Mahler commented on the shade of black and possible fading. He advised the applicant that more specifics are needed with regards to the color numbers and recommended bring color samples to the Supervisors’ meeting on October 26, 2011. Mr. Feraco reported that he would get that information and provide it to Mrs. Powers and he would bring color samples to the meeting.

Mr. Mahler advised the applicant that this Board only makes recommendations to the Board of Supervisors and that they give the final approval. The matter would be discussed at the Board of Supervisors’ meeting on October 26, 2011. The meeting starts at 7:30 P.M. and a representative should be present.

The Recording Secretary advised Mr. Feraco that she would be contacting him regarding the missing paint numbers. Mr. Feraco requested her number and advised he would contact her.

Mr. Terry made a motion to approve the application for 255 North Sycamore Street as presented. The dimensions of the front sign are 33” X 57”. The proposed sign colors are black, green and cream. The proposed paint color for the exterior of the building is Twilight Gray (SW 0054). The proposed paint color for the trim, shutters and dormers is black. The stone façade and roof would not be changed. The applicant will provide more information to the Recording Secretary prior to the October 26, 2011 meeting. The motion was seconded by Mr. Wendling and passed unanimously (4-0).

The Board thanked Mr. Feraco and Mr. Agabiti for their time.

Steven Berkowitz – 281 North Sycamore Street

The Board discussed the Certificate of Appropriateness for 281 North Sycamore Street to replace the existing sign due to damage.

Mrs. Berkowitz advised the members that the replacement sign would be the same size and in the same location. The only proposed change is the colors. The proposed colors are as follows:

  • Background – Maroon (1 Shot – 108-L)
  • Lettering – Black (1 Shot – 199-L)
  • Accent – 23K Gold Leaf

Mr. Terry made a motion to approve the application for 281 North Sycamore Street as presented. The proposed colors are as follows:

  • Background – Maroon (1 Shot – 108-L)
  • Lettering – Black (1 Shot – 199-L)
  • Accent – 23K Gold Leaf

The motion was seconded by Mr. Wendling and passed unanimously (4-0).

Mr. Mahler advised the applicant that this Board only makes recommendations to the Board of Supervisors and that they give the final approval. He advised the applicant that the matter would be discussed at the Board of Supervisors’ meeting on October 26, 2011. The meeting starts at 7:30 P.M. and a representative should be present.

Old Business

Update on developing a Book of Appropriateness

Mr. Mahler reported that due to Chairman McKernan’s absence there would be no update regarding the book.

Correspondence from the Lorraine Pentz – Newtown Joint Historic Commission

The members discussed the correspondence received from the NJHC dated August 25, 2011, regarding the former Stockburger dealership property and the preservation of Newtown Township structures. Mrs. Powers reported on the request made by the NJHC and the revisions to the demolition request form. The members discussed applicants following proper procedures.

There being no further business to come before the Board, Mr. Terry made a motion to adjourn the meeting. The motion was seconded by Mr. Wendling and passed unanimously (4-0).

The meeting was duly adjourned at 9:59 A.M.

The next meeting is scheduled for November 10, 2011, at 9:30 A.M.
