NEWTOWN TOWNSHIP HISTORICAL ARCHITECTURAL REVIEW BOARD
Minutes of the meeting held on May 10, 2012
The Newtown Township Historical Architectural Review Board met on Thursday, May 10, 2012, at 9:30 A.M. in the main meeting room of the Newtown Township Administration Building, 100 Municipal Drive, Newtown, PA.
Members present were Harriet Beckert, Doug Terry, and Bill Mahler. Not present were members Peggy Driscoll, Joseph McKernan, Jr., and Brian Miller. Also present were Patty Powers, Codes Department and Greg Rothstein.
Call to Order:
Mr. Mahler called the meeting to order at 9:37 A.M. and acknowledged that no official voting could take place due to the lack of a quorum.
Minutes of April 12, 2012:
The minutes of April 12, 2012 were tabled due to the lack of a quorum.
Certificates of Appropriateness:
Luna Chick – 10 Swamp Road
The Board discussed the Certificate of Appropriateness application completed for 10 Swamp Road to relocate the previously approved identification sign.
Mr. Rothstein advised that he is requesting to relocate his existing free standing sign that faces Sycamore Street to be attached to the porch eaves of the building. He would remove the existing sign post.
The Board agreed to recommend approving the application as presented.
Mr. Terry made a motion to approve the application for 10 Swamp Road as presented. The existing free standing sign that faces Sycamore Street would be relocated to the porch eaves of the Building. The motion was seconded by Mrs. Beckert and passed unanimously (3-0).
Mr. Mahler advised the applicant that this Board only makes recommendations to the Board of Supervisors and that they give the final approval. The matter would be discussed at the Board of Supervisors’ meeting on May 23, 2012. The meeting starts at 7:30 P.M. and a representative should be present.
The Board thanked Mr. Rothstein for his time.
The Board members present signed the Certificate of Appropriateness for 10 Swamp Road. The Recording Secretary advised that she would contact the members who were absent and request them to stop by the Township to sign the COA.
Update on developing a Book of Appropriateness
Mrs. Beckert advised the members on the updates to the Book of Design Guidelines and the email sent to members. She suggested posting the document on the Township’s website requesting comments from the public.
Mr. Mahler inquired on the document being reviewed by the Board of Supervisors for final approval. Mrs. Beckert reported that the current version has not been presented to the Supervisors.
The members thanked Mrs. Beckert for her work.
The members discussed the Supervisors’ request to develop a brochure. Mrs. Beckert reported that she has not done anything with regards to the brochure.
The members discussed if HARB has a budget, it was suggested to check with Mrs. Gibbs.
Mr. Mahler advised that when he makes the presentation for the COA he will discuss the Book of Design Guidelines. The Recording Secretary reported that she will advise Mrs. Kivenko that Mr. Mahler will present the COA and discuss the design guidelines, brochure and budget at the Supervisors’ meeting on May 23, 2012.
Mrs. Powers updated the members on applications recently submitted to the Township. She discussed the Conditional Use for Green Straw Smoothies. She also reported on a business (pizza restaurant) located on Cambridge Lane and that they currently have a temporary sign. That business owner has been advised that he will need to appear before HARB.
The members discussed the new Building Inspector attending meetings. Mrs. Powers advised that he does not work on Thursdays and that the matter will be addressed when the new Township Manager comes on board. The Building Inspector’s schedule is as follows: Monday – ½ day, Tuesday – all day, Wednesday – ½ day, and Friday – all day. The members agreed it was important to have input from the Building Inspector and discussed the possibility of changing the meeting date. It was agreed to discuss the matter at the next meeting when more members were present.
The members discussed the Bylaws and Code of Ordinances needing to be updated. Mrs. Powers advised that matter would be addressed when the new Township Manager comes on board.
Mrs. Powers updated the members on the recent vandalism to the Stockburger Property and the request by the Building Inspector to board up the windows.
The members discussed the status of the Promenade.
Privilege of the Floor
There being no further business to come before the Board, Mr. Terry made a motion to adjourn the meeting. The motion was seconded by Mrs. Beckert and passed unanimously (3-0).
The meeting was duly adjourned at 10:00 A.M.The next meeting is scheduled for June 13, 2012 at 9:30 A.M.
