NEWTOWN TOWNSHIP HISTORICAL ARCHITECTURAL REVIEW BOARD
Minutes of the meeting held on August 8, 2012
The Newtown Township Historical Architectural Review Board met on Wednesday, August 8, 2012, at 9:30 A.M. in the main meeting room of the Newtown Township Administration Building, 100 Municipal Drive, Newtown, PA.
Members present were Harriet Beckert, Peggy Driscoll, and Bill Mahler. Not present were members Doug Terry, Joseph McKernan, Jr., and Brian Miller. Also present were Patty Powers, Codes Department and Roger Anderson.
Call to Order:
Mr. Mahler called the meeting to order at 9:35 A.M. and acknowledged that no official voting could take place due to the lack of a quorum.
Minutes of April 12, 2012:
The minutes of April 12, 2012 were tabled due to the lack of a quorum.
Minutes of May 10, 2012:
The minutes of May 10, 2012 were tabled due to the lack of a quorum.
Certificates of Appropriateness:
Brass Lantern – 221 North Sycamore Street
The Board discussed the Certificate of Appropriateness application completed for 221 North Sycamore Street to repaint the existing identification sign.
Mr. Anderson advised that he is requesting to repaint the existing identification sign to match the house. The colors being proposed are Georgetown Green (Duron #03-07044) for the background and Huntington Beige (Benjamin Moore #HC-21) and White (Martin Senour #22-3101) for the lettering.
The Board agreed to recommend approving the application as presented.
Mrs. Beckert made a motion to approve the application for 221 North Sycamore Street as presented. The background color would be Georgetown Green (Duron #03-07044). The lettering would be Huntington Beige (Benjamin Moore #HC-21) and White (Martin Senour #22-3101). The motion was seconded by Mrs. Driscoll and passed unanimously (3-0).
Mr. Mahler advised the applicant that this Board only makes recommendations to the Board of Supervisors and that they give the final approval. The matter would be discussed at the Board of Supervisors’ meeting on August 22, 2012. The meeting starts at 7:30 P.M. and a representative should be present.
The Board thanked Mr. Anderson for his time.
The Board members present signed the Certificate of Appropriateness for 221 North Sycamore Street. Mr. Mahler advised that he would present the COA to the Board of Supervisors.
Update on developing a Book of Design Guidelines, Brochure and Budget
Mrs. Beckert advised the members that she really has nothing new regarding the book and that she can’t take any more pictures until the leaves have fallen.
Mr. Mahler updated the members with regards to the brochure and his discussion with the Supervisors at the May meeting. He reported that funding is available to cover the cost of the brochure.
Mrs. Beckert suggested adding a section with regards to lighting. The members agreed that is a good idea.
The members discussed posting the information on the Township website.
Mr. Mahler advised that he would work on the brochure once the design guidelines are complete.
The members discussed HARB’s budget funding costs such as the Recording Secretary’s salary, copies and postage.
Mrs. Powers advised the members that 127 South Sycamore Street should have a sign application for the next meeting.
Mrs. Beckert commented with regards to Allstate Insurance having a lighted sign in their attic window.
Mrs. Driscoll commented on several businesses in the shopping center having neon signs in their windows.
The members briefly discussed the illegal signs located along Sycamore Street.
Privilege of the Floor
There being no further business to come before the Board, Mr. Mahler made a motion to adjourn the meeting. The motion was seconded by Mrs. Beckert and passed unanimously (3-0).
The meeting was duly adjourned at 9:45 A.M.
The next meeting is scheduled for September 12, 2012 at 9:30 A.M.
