NEWTOWN TOWNSHIP HISTORICAL ARCHITECTURAL REVIEW BOARD

Minutes of the meeting held on February 13, 2013

The Newtown Township Historical Architectural Review Board met on Wednesday, February 13, 2013, at 9:30 A.M. in the main meeting room of the Newtown Township Administration Building, 100 Municipal Drive, Newtown, PA.

Members present were Bill Mahler, Joseph McKernan, Jr. and Kurt Jensen. Not present were member Peggy Driscoll, Doug Terry and Harriet Beckert. Also present were Patty Powers, Codes Department, Brian Waghalter, Melva Vittoriano and Gregory Kramer.

Call to Order:

Mr. McKernan called the meeting to order at 9:35 A.M.

Reorganization of the Board:

The members discussed the reorganization of the Board and agreed to postpone the reorganization until more members were present.

Minutes of December 12, 2012:

The members reviewed the minutes of December 12, 2012.

Mr. Mahler made a motion to approve the minutes of December 12, 2012 as presented. The motion was seconded by Mr. Jensen and passed unanimously (3-0).

New Business

Certificates of Appropriateness:

Zoe’s Kitchen – 280 North Sycamore Street

The Board discussed the Certificate of Appropriateness application completed for 280 North Sycamore Street to install one (1) 8’6” X 24” identification sign, four (4) 7’2” X 4’5” awnings and six (6) wall mounted lights.

Mr. Waghalter updated the members with regards to the restaurant’s history, the type of food served and on what is being proposed. He advised that the sign colors proposed are a muted red for the background with white lettering outlined in black. The awnings being proposed would be striped. He also advised on the style of wall mounted lights being proposed.

Mrs. Powers noted that HARB is not reviewing the sign, awning and lighting that will face the parking lot. They are only reviewing the items proposed that face Sycamore Street.

Mr. Mahler inquired if the applicant had color samples for the sign and awnings. Mr. Waghalter provided the members with color samples.

Mr. Mahler advised that he welcomes new business to the community, that this location needs to come before HARB and on HARB’s role. He stated that he could not recommend proceeding with the proposed awnings and suggested that they be one solid color. He noted that historically awnings are a solid color.

Mr. McKernan agreed that he also would prefer the awnings to be one solid color.

Mr. Waghalter advised that the proposed striped colors for the awnings are Zoe’s logo and that typically if they need to be solid the orange color is chosen.

Mr. McKernan and Mr. Mahler advised that they would prefer brown awnings. Mr. Waghalter noted that the brown color would blend in and commented on why have the awnings at all.

Mr. Mahler noted that HARB is only a recommending body and that the Supervisors would have the final say.

Mrs. Powers reported that the awning facing the parking lot could be stripped. She noted that any awnings or signs not facing Sycamore Street do not need to be reviewed by HARB.

Mr. Mahler advised that technically the shopping center is not within the Historic District but that when it was being built the Supervisors put in a condition that any businesses facing Sycamore Street would have to go before HARB for review.

The members discussed the style of lighting being proposed. Mr. McKernan and Mr. Mahler felt what was being proposed was to contemporary and suggested using a traditional gooseneck style light.

The applicant agreed to go with the HARB’s proposed changes with regards to using traditional gooseneck style lighting and solid awnings.

Mr. Mahler inquired if the application would need to be amended. Mrs. Powers reported that the application would need to be amended and recommended for the applicant to review the other gooseneck lighting styles used along Sycamore Street. Once he has chosen one to email photos of the new lighting fixtures and solid awnings for the side of the building that faces Sycamore Street. She noted that the matter would be discussed by the Supervisors on February 27, 2013. She requested to receive the updated photos one week prior to the meeting on February 27 th.

Mr. Mahler again noted that this Board is only a recommending body. He suggested for the applicant to amend the application with regards to the solid awning color and traditional gooseneck lighting.

Mrs. Powers advised the applicant that a permit is needed for the signs, awnings and lights.

Mr. Mahler made a motion to recommend amending/approving the Certificate of Appropriateness application for 280 North Sycamore Street to show the light fixture changed to a more traditional gooseneck style light (RAB Lighting - GN1LED13YRACB), that the four (4) 7’2” X 4’5” awnings facing Sycamore Street be a solid orange color which reflects the historic character of the area and that the 8’6” X 24” identification sign would be a muted red with white lettering outlined in black. The motion was seconded by Mr. Jensen and passed unanimously (3-0).

The Recording Secretary requested the applicant to provide color names/numbers for the awnings and sign prior to the meeting on February 27 th.

Mr. McKernan advised the applicant that this Board only makes recommendations to the Board of Supervisors and that they give the final approval. The matter would be discussed at the Board of Supervisors’ meeting on February 27, 2013. The meeting starts at 7:30 P.M. and a representative should be present.

The Board members present signed the Certificate of Appropriateness for 280 North Sycamore Street.

Freestyle Salon – 227 North Sycamore Street

The Board discussed the Certificate of Appropriateness application completed for 227 North Sycamore Street to match the background color on the existing freestanding identification sign to the siding color on the building façade.

Ms. Vittoriano explained that the reason for her request is due to damage to the siding on the building. The proposed sign background color is Benjamin Moore #1607 (Englewood Cliffs), which will match the Quest Glacier Blue siding.

Mr. Mahler made a motion to recommend approving the Certificate of Appropriateness application for 227 North Sycamore Street as presented. The new background color on the existing freestanding identification sign will be Benjamin Moore #1607 (Englewood Cliffs). The motion was seconded by Mr. Jensen and passed unanimously (3-0).

Mr. McKernan advised the applicant that this Board only makes recommendations to the Board of Supervisors and that they give the final approval. The matter would be discussed at the Board of Supervisors’ meeting on February 27, 2013. The meeting starts at 7:30 P.M. and a representative should be present.

Kramer Kirsh Insurance/Allstate – 15 Cambridge Lane

The Board discussed the Certificate of Appropriateness application completed for 15 Cambridge Lane to install three (3) wall mounted and one (1) directional identification signs. The proposed colors where previously approved by the Supervisors on November 28, 2012 for the former location (5 North Sycamore Street).

Mr. Kramer reported on what is being proposed. The main wall mounted identification sign will be 6’ X 3’. The sign colors will be blue (MP2136/satin finish) with opaque white vinyl lettering (3M7725-20) and a natural white boarder (MP11477/matte). The sign will be lit from above by previously approved gooseneck lighting. The other two (2) wall mounted identification signs will be 30” X 26”. The sign colors will be blue (MP2136) with opaque white vinyl lettering (3M7725-20) and a natural white boarder (MP11477). The directional sign colors will be blue (MP2136) with opaque white vinyl lettering (3M7725-20).

Mr. Mahler made a motion to recommend approving the Certificate of Appropriateness application for 15 Cambridge Lane as presented. The main wall mounted identification sign will be 6’ X 3’. The sign colors will be blue (MP2136/satin finish) with opaque white vinyl lettering (3M7725-20) and a natural white boarder (MP11477/matte). The sign will be lit from above by previously approved gooseneck lighting. The other two (2) wall mounted identification signs will be 30” X 26”. The Board members present signed the Certificate of Appropriateness for 15 Cambridge Lane.

Mr. McKernan advised that at this time he would attend the Supervisors’ meeting on February 27, 2013 to present the above applications and that if he was unable to attend Mr. Mahler agreed to make the presentation.

Other Business

The Recording Secretary advised that Mr. Miller has resigned from the Board.

Mr. Mahler reported that the Supervisors would be appointing a new member to the Board this evening.

There being no further business to come before the Board, Mr. Mahler made a motion to adjourn the meeting. The motion was seconded by Mr. Jensen and passed unanimously (3-0).
