The Newtown Township Park and Recreation Board met on Wednesday, August 7, 2013 in the Newtown Township Building. In attendance and voting were: Chairman Andrew Levine, Vice Chairman Joel Grosso, and Kathy Kelly, Mark McMenamin and Sue Sutton, members. Also in attendance was Park and Recreation Director Kathy Pawlenko.

Call to Order: Chairman Levine called the meeting to order at 7:00 PM.

Approval of Minutes: Mr. Grosso moved to accept the minutes of June 5, 2013. Mrs. Kelly seconded and the motion passed 5-0.

Park and Recreation Director’s Report

Mrs. Pawlenko discussed a proclamation to honor PRB member Buck O’Neill’s many years of service to the Township. She said she would contact Mr. O’Neill to see which date would be best for him and inform the rest of the Park and Rec Board to add this to a Supervisors agenda.

Mr. Levine suggested that the Newtown Little League plan to co-sponsor the proclamation or present its own at the same televised Supervisors meeting.

Mrs. Pawlenko reported that the day camps have been very successful; all of the summer programs and specialty camps have also done well. Revenue is ahead of last year. Sales of discount tickets have also been increasing. The loss of NAC swim lessons has had an impact on enrollment and revenue, however. There are 100 more participants in programs than last year and revenues have met budget projections.

Mr. Grosso asked Mrs. Pawlenko to walk through Chandler Fields with him to review work to be done, including repair of a lock and a wall on the snack shed.

Mrs. Pawlenko reported that Superior Turf has been working on the fields at Veterans Park and they look very good. She anticipates playing on the rectangular fields in the fall.

De Frenn Roofing has donated a new roof for the Gazebo at Carl Sedia Park.

All of the Eagle Scout projects are under way and coming along nicely. An Eagle Scout is putting together a proposal to catalog the trees in the Roberts Ridge Park Arboretum.

Subcommittee and Liaison Reports

Noah’s Playground: Mr. Levine reported that he has completed the forms for the Bucks County Open Space Program grant. They are being reviewed by the Township Solicitor. He hopes to present the project to the Supervisors for final approval in September and then submit them to the County Planning Commission. He is very optimistic that the County will approve the grant. The final cost is about $220,000.

Helen Randle Park: Mr. McMenamin reported that, he is planting a garden near the basketball courts. He is also working on a master gardening plan which will include the entrance to the park.

Mrs. Pawlenko said that this may qualify for a Bucks Beautiful grant, since it is visible from the roadway. Once this project is completed she would like the Board to evaluate other park entrances for possible Bucks Beautiful grants.

Mrs. Kelly moved to adjourn at 7:45 PM. Mrs. Sutton seconded and the motion passed 5-0.
