The Newtown Township Park and Recreation Board met on Wednesday, September 4, 2013 in the main meeting room. In attendance and voting were: Chairman Andrew Levine, Vice Chairman Joel Grosso and members Denis D’Arcy, Mark McMenamin and Anne Porter. Also in attendance was Park and Recreation Director Kathy Pawlenko.

Call to Order: Mr. Levine called the meeting to order at 7:00 PM.

Approval of Minutes: Mrs. Pawlenko noted that on page 1 of the minutes of August 7, 2013, under “Helen Randle Park”, sentence one should read, “Mr. McMenamin reported that he will plant a garden near the basketball courts.”

Mrs. Porter moved to accept the minutes of August 7, 2013, as corrected. Mr. Levine seconded and the motion passed 5-0.

Reports of Subcommittees

Veterans Park: Mr. Levine reported that he has finalized the budget for Noah’s playground and will present the plans to the Board of Supervisors at the first September meeting. He will ask the Board to pass a resolution authorizing the Park and Recreation Board to make application to the County for Municipal Open Space Program matching funds. He noted that the Cohen Family Foundation has raised over $53,000 and the Park and Recreation Board and Little League have also made contributions.

Park and Recreation Director’s Report

Mrs. Pawlenko reported that the department is doing very well, with revenues of over $326,000. There has been some decrease in revenues for youth sports due to the loss of NAC children’s swimming programs, however there have been increases in both adult and youth special interest programming. Cooking classes have become very popular. Mr. Levine is teaching a few classes on environmental law, and has offered to donate his fee to Noah’s playground. The department is trying to offer paired programs, such as a zumba class for moms and a toddler nursery class for children in an adjoining room.

The Department will be offering a free trick or treat event for preschoolers on the day before Halloween. The children will visit all of the departments for mini-tours and to collect candy. A flashlight Halloween hunt for teens is also being planned. She asked the Board to volunteer to act as chaperones for this event.

A water reel has been purchased for Veterans Park and Public Works employees are being trained on its use.

Mrs. Pawlenko said that she will walk through Chandler Field with Mr. Grosso and Kevin O’Shea to document conditions and possible improvements and repairs.

Mrs. Pawlenko said that the Board of Supervisors would like to honor Buck O’Neil with a proclamation highlighting his many years of service to the Township. She asked the Board to review a draft proclamation and asked Mr. Grosso to draft a section of the proclamation highlighting his contributions to Little League.

Mrs. Pawlenko said that she has been working on a partnership with Shir Ami to use their facilities for some programs.

Veterans Park will have an official opening on October 5, 2013. Mrs. Pawlenko said that a scarecrow making event and the community yard sale are already scheduled for that day. The Board will have a ribbon cutting ceremony and she asked the Park and Recreation Board to help organize some exhibition games on the fields.

Council Rock School District will be honoring the Park and Rec department for its partnering with the special needs classes at the high school.

Mrs. Porter moved to adjourn at 7:50 PM. Mr. Grosso seconded and the motion passed 5-0.
