The Newtown Township Park and Recreation Board met on Wednesday, April 2, 2014 in the main meeting room. In attendance and voting were: Chairman Andrew Levine and members Kathy Kelly and Sue Sutton. Also in attendance was Park and Recreation Director Kathy Pawlenko.

Call to Order: Mr. Levine called the meeting to order at 7:10 PM..

This meeting lacked a quorum.

New Business

Eagle Scout Project: Barry McAndrews of Troop 280, Holland PA, was in attendance to review his proposed Eagle Scout Project to repair and improve the Clark Nature Center Bulletin Board, create an updated park map to include all trails and to install signposts making trails. The project also includes collecting GPS coordinates for the sign posts. Barry explained that he is a Newtown resident but a member of St. Bede’s scout troop. His troop works closely with Township employee Dan Hibbs, who will be supervising parts of his project.

Mr. Levine asked about costs for the project and a proposed timeline. He suggested that Mrs. Pawlenko share the Heritage Conservancy Stewardship Plan with Barry.

Mr. McAndrews said that his project would cost between $500 and $750, but his troop would do fundraising for it. He expects to work on the project during the summer.

Mr. Levine confirmed with Mrs. Pawlenko that the Board of Supervisors would need to approve the project once Mr. McAndrews has the approval of the Boy Scout Council.

The Board members were in agreement that this was a very worthwhile project and would recommend that the Supervisors support it. They thanked Mr. McAndrews for volunteering in our parks.

Bench in Memory of Michael Clancy: Mrs. Pawlenko provided photos of sample benches, noting that she used the bench at Helen Randle Field #1 as a guide. The Board would like to donate a bench at Veterans Park to Mike Clancy. Mr. Levine said that he would work on appropriate wording to note Mike’s involvement in the planning of Veterans Park.

Reports of Subcommittees

Noah’s Playground: Mr. Levine said that he would contact Mrs. Pawlenko during the week to plan his presentation to the County Planning Commission and County Commissioners to seek the MOSP funds for the playground.

Park and Recreation Director’s Report

Mrs. Pawlenko reported that camp registration is going well. This year the department will also offer a three week playground camp. It will be inexpensive but will not include any off-site activities. Many parents who do not need full time childcare have been interested in a short term playground camp just to keep their children active and involved over the summer.

The CR ACHIEVE group will not be taking over the Veterans Park snack bar this spring after all. There has been some concern about insurance issues when CR students are working on weekends and evenings with parent, rather than staff, direct supervision.

Mr. Levine said that he would like to follow up with the Superintendent on this, as the Board felt it would have been a very good partnership between the ACHIEVE students and the Township.

Member Comments

Mrs. Sutton reminded the members that Arbor Day is April 25. She asked Mrs. Pawlenko to confirm that trees will be ready for planting at Roberts Ridge Park.

Mrs. Pawlenko reminded the Board that Earth day is April 26 at Core Creek Park. The Park and Recreation Department will be a co-sponsor of this county wide event.
