MINUTES OF SEPTEMBER 17, 2003: Walt Iwaskiw moved to approve the minutes of September 17, 2003. The motion was seconded by Patrick Foster and passed unanimously.

Members Present: James Bowe, Chairman; Walt Iwaskiw, Vice Chairman; and Scott Harp, Liaison Representing Newtown Township; Rand Jaslow, Liaison, and Patrick Foster, Member Representing Newtown Borough. Not in attendance was James Manahan, Member Representing Newtown Township.

Also present was Joseph Czajkowski representing Comcast Cable Communications, Inc.


Chairman James Bowe called the meeting to order at 7:35 p.m.


Walt Iwaskiw advised he had one change to the minutes, on page 1, under Old Business, with regards to the CAN he would be meeting with Don Harris, not Tom Harwood. James Bowe advised he would also like the minutes noted to show that Joseph Czajkowski was not present at the August meeting. Walt Iwaskiw moved to approve the minutes of August 20, 2003. The motion was seconded by James Bowe and passed unanimously.


The committee members discussed cable competition. Scott Harp advised the members on the status with Patriot Communications.

Scott Harp suggested contacting other local municipalities to see if they would be interested in cable competition. He also advised members on possible overbuilders.

Members discussed contacting electric or telephone companies to see if they have any interest in providing cable service.

The committee members discussed drafting an article for the Bucks County Courier Times with regards to cable competition.


The committee members discussed the proposed new cable ordinance. Members discussed the Township/Borough member ratio – Five Township members/Two Borough members. Rand Jaslow advised that he would update the Borough on the proposed change. Scott Harp advised the BOS could discuss at an upcoming work session.

The committee members discussed the Community Alert Network (CAN). Walt Iwaskiw advised that the CAN system is in place in the Township. He also advised that Don Harris is interested in the Local Alert System. Walt Iwaskiw advised he needs to speak with Ron Weaver with regards to Township’s ability for remote access to the Web site and teleprompter equipment. Walt Iwaskiw asked Joseph Czajkowski to provide the committee more information on the cost and equipment needed for the Local Alert System.

The committee members discussed the County Alert System. James Bowe suggested contacting someone in the communications department for the county. Joseph Czajkowski suggested the committee contact John Dougherty out of Wrightstown.


Joseph Czajkowski advised the committee members that the Newtown Commons construction would begin before the end of the month. Joseph Czajkowski advised he would keep the committee updated on the project.

Joseph Czajkowski advised the committee members on the status of The Ridings of Newtown. He advised members that he has spoken to the Township Manager and the attorney representing The Ridings, Robert A. Godwin. He advised that the Township Manager and Robert A. Godwin, Esq., are speaking and would be contacting Comcast.

The committee members discussed running cable equipment in The Village of Newtown Shops. Members discussed what businesses are wired. Joseph Czajkowski advised he would look into what businesses are wired or not wired. Joseph Czajkowski advised he would also update Comcast’s marketing team with regards to this matter.

Joseph Czajkowski advised the committee members on the following changes to the channel line-up:

The committee members asked about the status of the OTN. Joseph Czajkowski advised he believes the OTN has been completed.


The committee discussed the following:

James Bowe asked Walt Iwaskiw if he could give the report at the September 24, 2003, BOS meeting. Walt Iwaskiw agreed.

Patrick Foster asked about the videotape discussed at the August meeting. James Bowe advised he would get the tape to Patrick Foster.


Walt Iwaskiw made a motion to adjourn the meeting, which was seconded by James Bowe. The motion carried unanimously. The meeting adjourned at 8:35 p.m.

The next meeting is scheduled for Wednesday, October 15, 2003. The meeting will begin at 7:30 p.m., in the Newtown Borough Hall.
